Regulations for the award of the MD Degree
Article (1):
These regulations shall be called: (Regulations for the award of the MD Degree in the joint human medicine program) and become effective from the beginning of the Academic Year (2019/2020).
In these regulations unless the context shall require otherwise:
Program: Human Medicine Program in partnership between Hebron University and the Ministries of Higher Education, Scientific Research and Health.
Admission and registration: the Deanship of Admission and Registration at Hebron University.
Academic year: Two compulsory (first and second) 16-week semesters, including the examination period, and an eight-week summer course covering the examination period as per the advisory plan for each academic year.
Credit hour: an academic evaluation unit equivalent to a total of sixteen (16) theoretical meetings. The duration of the meeting is one hour, or at least 32 hours of practical, field or clinical training. One clinical training week is equivalent to one credit hour.
Academic Load: Number of credit hours a student is allowed to enroll in a single semester or academic year.
Dean: Dean of the College of Medicine.
Student: Student in the Joint Human Medicine Program.
Article (2): The provisions of these regulations shall apply to all registered and regular students to obtain a Doctor of Human Medicine degree and those admitted as of the Academic Year 2019/2020.
Article (3): Admission of new students to the program shall be on a competitive basis depending on the General Secondary School Certificate "Tawjihi" grade and in a manner not inconsistent with the regulations of the Ministry of Higher Education and Scientific Research.
Article (4):
A- The study plan shall be based on the annual system in all academic years of a Doctor of Human Medicine degree, which shall be obligatory in all years.
B- 1. Each course of the study plan shall have its own credit hours.
- Each course of the study plan shall be given its own code.
- The number of credit hours, number of lectures, number of weekly laboratory hours, number of field training hours or the number of weeks of clinical training shall be all mentioned, as well as the duration of their studies in the school year; the course results are either quarterly or annual.
C- Credit hours in Basic Medical Sciences are subject to evaluation in the first, second and third years, as follows:
- The credit hours of the theoretical course shall be calculatedon a per week basis, and deemed to be equivalent to 16 lectures, seminars or discussion sessions.
- The credit hours for the course shall be calculated on the basis of laboratory meetings, practical application, field training and research project, so that the credit hour shall be equivalent to no less than two hours of laboratory, practical application or field training on a weekly basis over 16 weeks.
D- Credit hours in the fourth, fifth and sixth years shall be calculated on a per week basis, and deemed to be equivalent to (1) credit hour for each course (clinical training) week
Article (5):
A- The minimum number of credit hours required to attain the MD Degree is (264).
B- The credit hours required to attain the MD Degree are distributed on two phases, each of three years period, as indicated in Table 1 as follows:
1- The Basic Medical Sciences phase with a total of 130 credit hours, distributed over the first, second and third academic years.
2- Clinical Medical Sciences phase with a total of 134 credit hours, distributed over the fourth, fifth and sixth academic years.
C- The following is the advisory plan for the Basic Medical Sciences phase distributed over the semesters of the first three years:

Article (6)
A- The duration of study to attain the Bachelor Degree of Human Medicine is six years; the curriculum delineates the courses given in each year.
B- The maximum duration of study in order to attain the Bachelor Degree of Human Medicine is ten years. The Dean may grant a student in the sixth-year, who fails for the first time while the maximum duration of the study was implemented, one additional year above the upper limit.
C- Subject to paragraph (b) of this article and article (16) of these regulations, a student may not spend more than two academic years in any of the first five years or more than 3 years in the sixth year.
D- The maximum number of credit hours to be registered in each of the first or second semesters is 21 credit hours and 10 credit hours in the summer cycle of the first, second and third years. The maximum allowed in any one semester is 20 credit hours, but this can be extended to 21 after approval by the Dean. The maximum load allowed in the mentioned years and in the first or second semester can be extended to 22 credit hours after approval by the Dean and in the summer cycle up to 11 credit hours in justified cases and with the approval of the Dean.
E- The University announces the calendar for the program at the beginning of each academic year, as it is advertised to students on the website and on the bulletin board.
Article (7)
A- Attendance of all MD students is required for all (lectures, seminar, practical and clinical training and field visits) and other educational activities in accordance with the stipulated credit hours for each course. The course instructor shall confirm attendance and absence on special statements kept by the head of department until the end of the year.
B- A student is not allowed to miss more than 10% of the credit hours designated for each course. Absenteeism from any clinical educational activity on any given school day is considered a complete day's absence.
C- If a student misses more than 10% of the credit hours of a course with no medical or compulsive excuse accepted by the Dean, he or she is excluded from all subsequent examinations (including the makeup exams) of that course and his or her result in that course is marked as zero, and under all circumstances, this failure result is included in the annual average grade of the student in that academic year. This exclusion is considered as failing in the respective course, and the rules for passing from one academic year to the following one in the College of Medicine are applied in accordance with articles (14,15,16) of these regulations.
D- If the student misses more than (10%) of the total hours prescribed for a medical course, this absence is due to a medical or compulsive excuse accepted by the Dean, it is not permissible to exceed the absence in total for (15%) of the total hours or weeks prescribed.
E- Subject to paragraph (a) of the article 17 of these regulations, the Dean may consider cases where the student's absence exceeds 20% of the total hours/weeks prescribed for any of the courses with an acceptable excuse and deemed to have withdrawn from the school year. His / her study in that year is deemed to be postponed and not considered to have failed in this case. The Dean shall inform the admission and registration in writing or electronically, with the exception of non-medical courses, to which the bachelor's degree regulations for withdrawal from the courses are applied.
F- The medical excuse is required to have a certified medical report and be submitted to the Dean within (72) hours. In compulsive cases, the student provides evidence of his excuse to the Dean after 72 hours.
G- If the student breaks practical training for a period of not more than (20%) from the duration of the training and the interruption was a compulsive or satisfactory excuse accepted by the Dean, the Dean may allow the student to compensate for the period of training that he/she missed, if the Dean considers that this does not affect the training technically, and does not include the training work in hospitals and clinics supervised by faculty members.
H- Non-medical courses apply to the terms, conditions and regulations of attendance in bachelor's degree regulations.
I- The Dean, faculty members, lecturers and Director of Admission and Registration, each within his own competence, are responsible for the implementation of the aforementioned attendance provisions.
Article (8)
A- The final grades in the course shall be calculated in percentage and for the nearest integer, and shall be registered in symbols, with the exception of the recycling courses below, which are based solely on success and failure.

B- Quizzes and Examinations
- The final grade of the student in the course represents the total in- course works and grades of that semester or year in addition to the final exam mark.
- The final examination for each course shall be held once at the end of the semester or at the end of the academic year, depending on the nature of the course. The examination shall be in writing and shall include the course content. The final examination may include an oral or practical part or reports for which a percentage of the grade is allocated.
- Quarterly or annual work of the course includes:
b. Quarterly or annual examinations, depending on the nature of the course, determined for students at the beginning of the semester or academic year
- Any person who misses a declared quarterly or annual exam shall submit evidence of his excuse to the Dean within 72 hours or when the excuse has passed. If the excuse is accepted, the instructor shall conduct a makeup examination for the student on a date set by the Dean.
- Any person who misses an announced quarterly or annual exam without a medical or compulsive excuse accepted by the Dean shall be marked zero in that examination, and be calculated in the final grade of that course.
C- Subject to paragraph (b) of this article:
- Anyone who misses the final exam has an incomplete note (I) in the final mark of the course.
- Anyone who misses the announced final exam, who has not been excused within (72) hours of the end of the final exam or submits an excuse not accepted by the Dean, his grade in that course shall be zero, and the Deanship of Admission and Registration registers the grade (E) for his final result of the course.
- Missing a final exam announced:
- If the student misses an announced final exam in the first, second, and third years and provides a medical or compulsive excuse accepted by the Dean, an incomplete grade is registered and shall sit for a makeup exam after the final examinations in coordination with the head of the department no later than the first week of the next semester. If the result of the course is annual, the date of the incomplete exam should not exceed a week before the start of the academic year following the year in which he missed the exam, and if the medical compulsive excuse continues until after the beginning of the next semester or the following year, an incomplete exam may be conducted as to be determined by the Dean no later than the first week of the beginning of the next semester or the following academic year and consider it a failure in the course/courses in case the student does not sit for the exam taking into account the provisions of paragraph (a) of article (18) of these regulations, or consider him withdrawn from all courses if these courses are part of the Department Requirements. In all cases, if the student is considered to have withdrawn from all courses, his studies in that year are considered deferred and is not considered a failure in this case.
- If the student misses an announced final exam in the (fourth, fifth, sixth) years with a medical or compulsive excuse accepted by the Dean, an Incomplete note shall be made and is given an incomplete exam after the final exams. The exam shall be held in coordination with the instructor to be (in writing, or electronically) and be equivalent to the exam that he/she missed with the quality and level of questions not later than one week prior to the beginning of the subsequent semester. In the event that the medical or compulsive excuse continues until after the beginning of the subsequent semester or year, an incomplete exam determined by the Dean may be conducted no later than the first week of the beginning of the subsequent semester or the academic year. In case the student does not sit for the exam, he/she shall be deemed failure in that course / courses, or taking into account article 18, paragraph (a), of these regulations, he/she shall be considered withdrawn from the major courses. In all cases, if the student is deemed to have withdrawn from all courses, his or her studies in that year are postponed and are not considered as failing.
- The Dean shall provide the Department of Admission and Registration with the result of the incomplete exam prior to study in the subsequent semester or year, and at the end of the second week of the beginning of the semester or of the school year if the excuse continues by decision of the Dean.
- First, second and third years courses:
- Theoretical courses: with a practical portion dedicated to quarterly work (60%) maximum of the final mark. All or some of these tests may be in the form of written, oral or practical examinations, computer-based or reports, or research; the nature and dates of the examinations shall be determined for students at the beginning of each semester and the examination papers shall be discussed with the students after correction. and the results of the students' quarterly work are announced before the beginning of the final exam which allocates a minimum of 40% of the final grade.
- Practical courses: The department shall indicate how the marks placed for practical courses are distributed before the beginning of the semester
- Fourth and fifth year courses:
The final marks placed for each course are distributed as follows:
- 15% to evaluate the course instructor or instructors during clinical training.
- 25% for the clinical examination conducted after the completion of the clinical training period of the course, and the board of department determines when it will be conducted.
- 60% of the written exams are held after the completion of clinical training at a date set at the beginning of each school year and applied to all students.
3. Year 6 courses are distributed as follows:
- Elective courses (elective department requirements); the result is determined by pass or fail.
- Compulsory courses are distributed as follows:
- 10% for instructor / instructors' evaluation of the course during clinical training.
- 30% for the final clinical examination to be held at the end of the year.
- 60% for the final written exam to be held at the end of the year.
The University sets the dates of the final examinations at the beginning of each academic year according to the academic calendar adopted, so that the comprehensive clinical examination is in the presence of a team of accredited specialized examiners, and the student is examined in the presence of an external specialist doctor and a member of the faculty assigned by the Dean.
E- The results of the quarterly work are announced to students no later than a week before the start of the theoretical final examinations to correct the errors that may occur before they are adopted from the department in preparation for merging them with the final grades and sending them to the Deanship of Admission and Registration.
F- The student with an incomplete note may not postpone his studies at the university for subsequent semesters/classes until this note is removed within the period specified in this article, otherwise the Admissions and Registration Department shall register the minimum course grade.
Article (9):
A- The course Lecturer shall inform his or her students at the beginning of each semester on the method of evaluation of student achievement.
B-1. Quarterly examination papers are discussed with students after correction within a week of the date of the test. After discussion, the results of the tests are sent to the department and to the Dean in the case of joint courses between more than one department. The total of quarterly or annual work must be announced at least one week prior to the final examination.
- Paper or electronic final exams shall be kept for one academic year and then be disposed by a decision of the Dean.
- Course instructors and coordinators are responsible for correcting all quizzes and exams of the courses they teach, as they are responsible for putting the marks correctly and definitively.
- Detailed and final mark statements are sent in percentages to the department within 48 hours of the exam for reviewing and checking before submission to the Dean for decision.
- The Dean or his acting officials automatically approve and send the final results of all courses offered in the program according to the dates of exams, approved and sent to the Admissions and Registration Department directly for registration. The grades are duly announced; any student's grade shall not be announced before being handed over to the admissions and registration department..
- The student may review the final grade of a course by applying to the Dean on the approved form within a maximum of two weeks after the announcement of the results of that course in exchange for paying a certain fee for each application submitted to review any of his grades in the final exam, where the Dean forms a committee consisting of the Dean or his deputy, the course instructor or one of the course instructors in case the instructor is unable to be considered in accordance with the following procedures. :
- It is verified that there are no unanswered questions, an error in the correction, in collecting marks, transferring, or otherwise.
- In the correction, the Commission adopts the model solution provided by the course instructor.
- The decision of the Commission shall be deemed to be a plea to the Dean to take the appropriate decision.
- The same committee shall be accredited if more than one applicant submits an application for reviewing the grade of one or more courses.
Article (10):
A- The maximum course grade is (100%)
B- The minimum grade of success in basic medical science courses is (60%) which corresponds to code (d).
C- The minimum success grade in clinical phase courses is (60%) which corresponds to code (d).
D- Minimum success in annual average and the GPA is (70%) which corresponds to code (c).

Article (11):
A- The annual average shall be calculated by multiplying the final grade of each course by the number of its credit hours and by dividing the total resulting multiplication by the total number of accredited hours for those courses. This is for all the courses in which the student was enrolled that year and received a grade.
B- The GPA shall be calculated by multiplying the final grade of each course by the number of credit hours, and by dividing the total resulting multiplication by the total number of accredited hours for those courses. This is for all the courses in which the student has been enrolled since joining the program and received a grade.
C- The annual average and the GPA of the nearest two decimal places shall be established.
D- The results of all compulsory and elective university requirements taken by the student and included in the study plan shall be included in the calculation of the annual average for the first year upon completion of the courses, irrespective of the year in which the courses were taken.
E- Neither compulsory nor elective university requirements are included in the calculation of the annual average for the years (second, third, fourth, fifth and sixth).
- The Dean shall place the name of the student who receives an annual average of (3.7) or more on the List of Honour and confirm this in his/her academic record unless the student has been dismissed for a disciplinary penalty for that year. The number of successfully passed hours in that year shall not be less than (30) credit hours; the grades of which are included in the calculation of his annual average.
- The first student shall be deemed to be a graduate student of the program if he / she receives the highest overall average of his / her cohort, provided that the actual duration of his/her studies does not exceed (6) years.
Article (12):
A- The Dean shall appoint, in cooperation with other course lecturers and under the supervision of the Dean, a coordinator in the case of more than one course lecturer or multi-section courses.
B- The Dean, course coordinator or selected course instructors shall be responsible for supervising the printing of questions after discussion and approval by the Dean and then supervising the correction of the exams. In the case of courses taught by more than one teacher or multi-section courses, the Dean shall be responsible for the proper transmission of results to the marks transcripts and students lists.
Article (13):
A- Conditions for transition from basic medical sciences to clinical medical sciences:
- Success in the first three years with at least GPA (75%).
- The study of the requirements of the basic medical sciences study plan (as set out in article 5, paragraph (b), of these regulations) shall be completed within a period not exceeding 5 years, taking into account article 6, paragraph (c), of these regulations.
B- A student shall be considered successful in any one of the academic years and shall proceed from one academic year to the next according to the study plan if he / she/she meets the following two conditions:
- Success in all courses that he/she studied that year and which are scheduled in the study plan, excluding the university requirements.
- Obtaining an annual average of 70% and above, as defined in article 11, paragraph (a).
Article (14):
Conditions for transition from the first year to the second year: taking into account article 13, paragraph (b), of these regulations:
A- The student shall be considered successful in the first year and shall proceed to the second year if one of the following items are met:
- Success in all compulsory program courses for the first year according to the study plan and obtaining an annual average of (70%) or more.
- If the student fails the courses for the total number of (6) credit hours or less of the first year other than the university requirements according to the study plan, he/she shall be entitled to sit for an incomplete exam in those courses in which he/she has failed one week prior to the following academic year at a date to be determined by the Dean. If he / she passes these courses and obtains an annual average of not less than (70%), he/she shall proceed to the second year. Otherwise, he/she shall be considered a failure in that year.
- If the student passes all courses or all incomplete courses and has an annual average of less than (70%), he / she shall be entitled to sit for an incomplete exam in the course or courses selected by the student from the courses offered in the program so that the total number of hours in both cases combined before and after the incomplete exam shall not exceed 6 credit hours before the first semester of the following academic year at a date to be determined by the Dean , and if the student is able to raise his annual average to (70%) or more then he may proceed to the second year, otherwise considered a failure in that year.
B- The student shall be considered failure in the first-year:
- If the total number of credit hours the student failed in be more than (6) credit hours from the first-year courses according to the study plan.
- If the student fails the incomplete exam for any of the courses offered to him / her under article (A/2) or in the supplementary examination for any of the courses submitted to him /her under (A/3) of this article and has an average of less than (2.00), he/she shall not proceed to the second year and shall be deemed to have failed in the first year.
- If the student does not receive an annual average of (2.00) points or more after the exam referred to in paragraph (a) of this article.
C- If the student fails in the first year, he or she is allowed to repeat it only once.
D- When a student fails in the first year, the following shall apply:
- Repeating all basic medical science courses in the human medicine program set out in paragraph (a) of this article with grades indicate performance of less than a (c).
- Upon the repetition of the course, the top grade of the repeated course is considered
Article (15):
A- Conditions for success and transition of students for the years second to fifth:
- Success in all courses scheduled for that year according to the study plan and obtaining an annual average of (2.00) or more points.
- If the student fails in courses for the total number of (9) credit hours or less than the courses of the fifth year or (10) credit hours less than the courses of the second, third or fourth year, he / she is entitled to apply for an incomplete exam in the courses in which he/she failed at least one week prior to the first semester of the subsequent academic year at a date set by the Dean. In case he passes these courses and gets annual average of (2.00) points or more then he/she may proceed to the subsequent year. If the student fails the incomplete exam in any of these courses or fails to raise his annual average to (2.00) points or more, he/she shall not proceed to the subsequent year and deemed to have failed that year.
- If the student passes all courses scheduled from the second to fifth year or passes it after sitting for incomplete exams and has received an annual average of less than (2.00) points, he/she is entitled to sit for an incomplete exam in one or more courses selected by the student from the program of that year, so that the total number of credit hours in both cases combined before and after the exam shall not exceed (10) Credit hours, prior to the first semester of the subsequent academic year at a date to be determined by the Dean. When successful in these courses and obtaining an annual average of (2.00) or more points, he/she may proceed to the subsequent year. In case he/she fails any of these courses or fail to raise the annual average to (2.00) or more points, he/she shall not proceed to the subsequent year and deemed to have failed that year.
B- Subject to paragraph (a) of this article, the applicant shall be deemed to have failed in any year from the second to the fifth:
- If he / she/she fails in courses with more than (10) credit hours in the second, third or fourth year.
- If he /she fails in more than two courses in the second or third year courses in case he exceeds 10 hours.
- If he / she fails in courses of more than (9) credit hours in the fifth year.
- If he / she does not receive an annual average of (2.00) points or more in the exam referred to in paragraph (a) of this article.
- If the student fails the incomplete exam for any of the courses specified for him/her in paragraphs (A/3) and (A/2) of this article, he/she shall not proceed to the subsequent year and deemed to have failed that year.
C- If the student fails in the second, third, fourth or fifth years, he or she shall be allowed to repeat it only once, provided that he or she does not exceed the ceiling stipulated in article 6, paragraphs (b) and (c), of these regulations.
D- When a student fails in any of the second, third, fourth or fifth years, he or she shall repeat all courses scheduled for that year from within the program in case he / she has a score of less than (c); in the case of repetition, the higher grade shall be calculated.
F- Conditions for success in the sixth year:
- Success in all courses scheduled for that year according to the study plan and obtaining an annual average of 2.00 points or more.
- If a student fails only one of the sixth year courses, he or she is entitled to sit for an incomplete exam after clinical retraining therein. If he / she or she passes that exam and obtains an annual average of 2.00 points or more, he or she shall be considered successful in the sixth year.
- If the student passes all courses scheduled for the sixth year and has an annual rate of less than 2.00 points, he or she shall be entitled to sit for an incomplete exam in a course chosen by the student from the courses of that year prior to the first semester of the subsequent academic year at a date to be determined by the Dean. If he / she / she passes this course and obtains an annual average of (2.00) points or more, he /she shall be considered successful, and if he / she /she fails the course or fails to raise the annual average to (2.00) points or more, he / she shall be considered a failure in that year.
- When the student fails the sixth year, he or she must repeat all courses scheduled for that year from within the program in case he or she receives a grade less than (c) and; if repeated, the new grade is calculated.
- If a student fails in the sixth year, he or she shall be permitted to repeat it at most twice, provided that he or she does not exceed the ceiling specified in paragraphs (b) and (c) of article 6 of these regulations.
- Taking into account article 6, paragraphs (b) and (c), of these regulations, in special cases where a student fails in the sixth year once and has exhausted the maximum number of academic years, he/she might be allowed to repeat the sixth year for a final time by decision of the Dean.
Article (16):
A- Subject to article 7 (a), (b) and (c) of these regulations, the student shall be dismissed from the MD program in any of the following cases:
- If he / she is unable to successfully pass any academic year of the first five years within two academic years.
- If he / she unable to successfully pass the sixth year in three academic years, that's for a student who hasn't failed in any of the first five years.
- If he / she is unable to successfully finish the requirements of his study plan within (10) years.
- If the student fails in any (3) academic years during his/her study.
B- All dismissal decisions shall be issued by the Dean upon placement by the Deanship of Admission and Registration, and the Deanship of Admission and Registration shall notify the student in writing or electronically thereof on the student's website.
C- A student who has lost his or her seat or who has been dismissed from the program may not be admitted to the same program
Article (17):
A- Postponement of study:- The student may postpone his or her studies at the University for a period not exceeding two academic years, whether intermittent or related to the approval of the Dean. The postponement may reach a maximum of three years by decision of the Dean.
- Subject to article 7, paragraph (e), and article 8, paragraph (c) (3), of these regulations, the study of a freshman in the program and a transferee may not be postponed until at least one academic year has been spent in the program.
- The student may apply for the postponement of his/her studies on the approved form of the Deanship of Admission and Registration prior to the new academic year. The Dean shall decide on this application and shall send his/her decision on the approved form to the Deanship of Deanship of Admission and Registration.
- A postponed student shall retain his or her academic record for one year or more upon his or her return, provided that he or she completes the graduation requirements in accordance with the applicable study plan upon his or her return to study.
- The duration of the postponement is not calculated from the upper limit of the period allowed for obtaining the MD degree.
- If a postponement is approved, the study shall be postponed for the entire academic year.
- A student with incomplete grades cannot postpone the study until after completion otherwise the Deanship of Admission and Registration will mark these courses with (F).
- If the student is subject to a disciplinary penalty, including the withdrawal of his registration from all specialty courses or medical courses, his study this year shall be deemed to be postponed, the maximum allowable limit for postponement shall be calculated and the period of postponement might be exceeded until the execution of the disciplinary penalty only.
B- Dropout:
- Subject to paragraph (a) of this article, if the teaching begins in any classroom and the student does not enroll in one or more classrooms and does not obtain the written approval of the Dean to postpone his/her studies for class/classes registered, he/she loses his/her seat in the program. In the event of a compulsory excuse, the student may request the Dean to consider this period within the period of postponement permitted in paragraph (1) (a) of this article.
- Subject to paragraph (a) (4) and paragraph (b) (1) of this article, a student who has dropped out shall retain a compulsory excuse acceptable by the Dean with his or her full academic record until the beginning of the interruption, provided that he or she completes the requirements for graduation in accordance with the study plan in force upon his or her return to his/her study.
- If a regular student has not enrolled in one or more semesters and has not received written approval from the Dean to postpone his/her studies for this semester/semesters and he/she hasn't provide a compulsive excuse acceptable by the Dean, or if the student exceeds the approved postponement period, he/she shall lose his/her seat in the program.
- A student who has lost his seat may apply again for the program. If he / she returns and admitted to the same specialization, he must obtain a new university number and maintain his full academic record in terms of his grades, average and academic status, he shall complete the graduation requirements in accordance with the study plan in force upon his return to the program, in which case the duration of the previous study shall be calculated within the maximum duration of the study.
- The course/courses equivalency is effective only ifit has been studied for seven years or more.
- In any event, if a student loses his or her seat in the program for a second time, he or she might not return to his study.
C- Withdrawal from the program:
- A student who has withdrawn from the program may apply to the Dean for re-registration in the same discipline one year prior to his withdrawal. If he / she is re-registered, he/she shall retain his full academic record, completing the graduation requirements in accordance with the applicable study plan at the time of re-registration. In this case, the duration of the previous study shall be calculated within the maximum permissible period for obtaining the MD. A student who withdraws in the first semester may be reinstated by the Dean only in the first semester in which he/she is admitted.
- A student with courses marked incomplete may not withdraw from the program unless he or she completes his or her grades, otherwise, the Deanship of Admission and Registration marks this course/ these courses with (F).
D- A. Taking into account paragraphs (A and B) of this article:
- If a student, in the first, second or third year, has dropped out in the second or summer semester and has attended courses in the first or second semester of that year and these courses do not result in his or her failure in the year, the Dean might consider him/her to have dropped out with an excuse in the semester in which he/she was not enrolled and bring him back to study at the beginning of that semester in which he/she was not registered and to keep his/her full academic record until the semester in which he/she was dropped out.
- If a student, in the first, second or third year, has dropped out in the second or summer semester and has attended courses in the first or second semester of that year and these courses result in his or her failure in the year, the student shall be deemed to have failed in that year and the Dean shall assume him /her to have dropped out with an excuse in the semester in which he/she was not enrolled and bring him/her back to study at the beginning of that semester in which he/her was not registered and to keep his/her full academic record until the semester in which he/she was dropped out.
Article (18):
A committee called the Student Transition Committee shall be formed by the Dean or his delegate (President) and the Dean of Admission and Registration to consider applications for transfer to the Joint Human Medicine Program, in accordance with the following mechanism:
A- Applications for transfer to the Deanship of Admission and Registration shall be submitted. The Student Transfer Committee shall decide on the applications in accordance with the following conditions:
- Availability of the vacancy in the program.
- The student must meet the conditions of admission to the program and any other conditions approved by the committee.
- The student grade in high school or its equivalent should be competitively acceptable in the program at the year of obtaining high school.
- The student must be transferred from a medical program at a university, institute or university college recognized by Hebron University and is not dismissed for disciplinarily reasons.
- Students who are dropped- out for more than a year since the last semester of their previous study will not be eligible to transfer.
- His/her previous study must have been on a regular basis and must provide a document proving that he/she has attended at least (85%) of the full-time assigned if his transfer is from a Palestinian university.
- The transition should be to the second, third, or fourth-year only, and it is not permissible to move to any higher level after that.
- The transferring student has to study at least (3) three consecutive academic years in the program before graduating.
B- The Student Transfer Committee shall decide on the calculation of courses previously studied by the student at his/her university for applications that have fulfilled the conditions for the transfer, shall determine the academic level of the student transferred to the program based on the calculated courses, and shall provide the Deanship of Admission and Registration in writing on this. The Committee may request the student to study any courses it deems necessary for admission.
C- The grades of courses studied by the student prior to his/her transfer to the program are not included in the calculation of the annual or cumulative rate, but he/she is only exempted from their studies.
Article (19):
A- A transferred student shall be treated as a new student if none of the courses studied by the student is calculated.
B- If a student is admitted to the program and has successfully studied courses at another university recognized by Hebron University, the following should be taken into account when calculating:
- These courses shall be included in the approved study plan at the year of student admission or the last study plan in force in the program. The marks of these courses are not included in the calculation of the annual average, but are exempt from studying.
- The Transition Committee may determine the level of year to which the student can be enrolled.
- The student may be required to study certain courses that the Transition Committee deems to be complementary to the year in which the courses were equalized. These marks shall be calculated in the year in which his or her level was determined.
C- Subject to paragraph (b) (1) of this article; if a student is admitted to the program and has studied courses in the program, all successful courses selected by the student from his or her previous studies shall be calculated according to the level specified for him or her.
D- Subject to the provisions of this article, courses that have been studied for seven years and more may not be calculated.
E- One semester shall be deducted from the upper limit of the graduation years for every 15 credit hours calculated for the student who sets his or her level in the first year and a school year or two years for those who are in the second or third year respectively.
Article 20:
The course shall be equivalent to another course if it is included in the study plan, the transitional study plan or the content of the course corresponding to the content of another course in another college.
A- The equivalent course may be registered for students instead of the original course after the Dean's approval in coordination with admission and registration in the following cases:
- If the original course is not presented in that semester.
- If there is a clash with the authentic course
B- The equivalent course shall be for all students in specialization or similar cases.
C- The equivalent course is equal in the number of hours or more to the original course.
D- More than one equivalent course may be given for the original course.
Article 21:
The course code (T) appears for unmarked courses only without entering these courses in calculating the student's average.
Article (22):
A transfer student shall be treated as a new student for the purpose of postponement, interruption, and withdrawal from the program.
Article (23):
A- Students of clinical years (fourth, fifth and sixth) may be trained clinically in a hospital, centre or institute for diagnosis and treatment in Palestine or abroad in accordance with criteria established by the Dean.
B- Sixth year students are allowed to spend a period of (2 full months/60 days) from the duration of the clinical training prescribed in the study plan for that year at a university teaching hospital or clinical institute inside or outside Palestine approved by the Dean for this purpose. The student shall submit a written application to the Dean at least two months prior to the training, then the Dean approves it. Hebron University does not incur any financial expenses resulting from this period of training.
C- Clinical training for students in the fourth, fifth and sixth years is monitored through a daily log book for each of the clinical departments and the student is handed over to his or her registry prior to his or her clinical training; the student must return it to the Dean or his or her representative upon completion of the clinical training period.
D- The student shall be evaluated on the basis of the information recorded and contained in his or her clinical training record and any other reports required.
Article (24):
A bachelor degree in biomedical sciences shall be awarded (after accreditation by the competent authorities) provided that the following requirements are met:
A- Success in all courses required for graduation according to the basic medical sciences study plan referred to in article 5 (b )/1 of these regulations.
B-The grade point average of the first and second years should not be less than (2.00).
C- The grade point average of the third year should not be less than (1.70).
D- The maximum duration of the basic medical science is five years.
Article (25):
A Doctor of Human Medicine (M.D) shall be awarded after completing the following requirements:
A- Success in all courses is required for graduation according to the program's two-phase study plan (basic medical sciences and clinical medical sciences).
B-. Not exceeding the maximum number of graduation years provided for in the regulations.
C- Be a regular student in the last (3) academic years of the program, including the graduation year, whether a regular or a transfer student.
D-The grade point average at the end of each academic year in the program shall not be less than 2.00.
Article (26):
The graduation certificate is awarded upon eligibility with the approval of the Ministry of Higher Education and the Ministry of Health. The graduation ceremony is held once a year.
Article (27):
A- The Dean assigns an academic guide from the faculty for each student in the program.
B- The Dean and academic guide are responsible for following up on the student's academic career and verifying that he meets the graduation requirements The student must be informed annually.
C- The student expected to graduate must fill out a special form with the Dean in a maximum of (8) eight weeks from the beginning of the sixth year, where the Dean and the guide will verify that he meets the graduation requirements in coordination with admission and registration.
Article (28):
The student must obtain a clearance from the Hebron University to complete his graduation procedures.
Article (29):
A Doctor of Human Medicine (M.D.) holds the due date and is issued jointly by Hebron University and the Ministry of Higher Education and Scientific Research.
Article (30):
Exceptions to these regulations may only be made by a written recommendation of the Dean.
