الملخـــص:

هدفت الدراسة: التعرف إلى الأطر الفكرية والنظرية للإدارة الاستراتيجية والتعرف إلى واقع الممارسات الإدارية لمديري المدارس الثانوية بمديرية غرب غزة في ضوء متطلبات الإدارة الاستراتيجية من وجهة نظر المعلمين والمعلمات، والكشف عن إمكانية متطلبات تطبيق الإدارة الاستراتيجية في تطوير الممارسات الإدارية لمديري المدارس الثانوية بمديرية غرب غزة، ووضع توصيات ومقترحات إجرائية يمكن الاستفادة منها من تطبيق متطلبات الإدارة الاستراتيجية في تفعيل الممارسات الإدارية لمديري المدارس الثانوية بمديرية غرب غزة في ضوء متطلبات الإدارة الاستراتيجية.واستخدم الباحث المنهج الوصفي، والاستبانة، والتي قسمها إلى أربعة محاور هي: ممارسة اتخاذ القرار، ممارسة الاتصال والتواصل، ممارسة تفويض السلطة، ممارسة العلاقات الإنسانية، وزعت على (52) فقرة بواقع (13) فقرة لكل محور، واشتملت عينة الدراسة على (120) معلم/ة ممن يعملون في المرحلة الثانوية بمديرية غرب غزة للعام الدراسي (2012-2013)، حيث تم اختيار العينة بطريقة قصدية، ويمثل حجم العينة (15.7%) من حجم المجتمع الأصلي للدراسة البالغ عددهم (765) معلما ومعلمة.

وجاءت نتائج الدراسة على النحو التالي: احتل محور ممارسة اتخاذ القرار المرتبة الأولى بوزن نسبي (78.71%) ثم تلاه محور الاتصال والتواصل بوزن نسبي (78.07%) ثم محور ممارسة تفويض السلطة بوزن نسبي (78.00%) وأخيرا جاء محور ممارسة العلاقات الإنسانية بوزن نسبي (77.73)


Abstract :

The study aims to identify the theoretical and intellectual frameworks of the strategic management, and to identify the reality of administrative practices of the secondary school principals at the Directorate of West Gaza in the light of the strategic requirements from the viewpoint of teachers, males and females. It aims also to explore the possibility of applying the requirements of the strategic management in developing the administrative practices of the principles of secondary schools at the West Gaza Directorate, and to develop procedural recommendations and suggestions that could be benefited from in the application of the strategic management requirements and in validating the administrative practices among secondary school principals at West Gaza Directorate. 

The researcher used the descriptive methodology along with questionnaires that have been divided into four axes: practice of making decision, practice of communication, practice of delegation of power and practice of human relations. The questioners have been distributed to 52 clauses, as there were 13 clauses specified for each axis. The study population includes 120 teachers, males and females, working at secondary schools belonging to the Directorate of West Gaza for the academic year(2012-2013), whereas the population have been intentionally chosen. It accounts for 15.7% of the original study population whose number stood at 765 teachers, males and females.
 
The study conclusions came as follows: The axis of practice of making decision has been ranked first with a relative weight of 78.71%, the axis of practice of communication came next with relative weight of 78.7%, at the third rank came the practice of delegation of power with relative weight of 78% and came last the practice of human rights with relative weight of 77.73%.
