ملخص البحث

الملخـــص:

تبحث هذه الدراسة في إشكالية البطالة في فلسطين، واقعها وتأثير العوامل الديمغرافية، والتعليمية، والاقتصادية والسياسية عليها، وتتطرق إلى سياسات العمل النشطة وغير النشطة المعلنة لمكافحة البطالة وتعزيز التشغيل. تستخدم هذه الدراسة المنهجين الكمي والكيفي، وتعتمد بياناتها ومعلوماتها على مصادرَ أولية وثانوية. ترى هذه الدراسة أن سياسات التشغيل التي اعتمدتها السلطة الفلسطينية، لم تساهم في عدم تفاقم مشكلة البطالة، أو في إحداث تغيير ذي مغزى في فرص العمل المتاحة وبالتالي تخفيض معدلات البطالة، وما زالت فلسطين بحاجة إلى سياسات تشغيل أكثر تأثيرا، وجاهزية مادية وبشرية لتنفيذ مثل هذه السياسات.وتخلص الدراسة إلى أنه من أجل فتح آفاق حقيقية للتشغيل في فلسطين، فإنه لا بد للفلسطينيين على المدى الطويل من الخروج من نفق أوسلو، أما على المدى القصير والمتوسط فلا بد من تحسين الأداء الفلسطيني الذاتي، وتحسين كفاءته ونجاعته رغم الحصار والمعاناة. وتقترح الدراسة جملة من الإصلاحات في السياسات التشغيلية بهذا الخصوص.

 

Abstract :

This study examines the problem of unemployment in Palestine; its reality and the impact of demographic, educational, political and economic factors. It explores the role of Active and Passive Labor Policies adopted by the Palestinian Authority to promote employment. The study utilized quantitative and qualitative approaches. Data of the study were based on primary and secondary sources.The study argues that the employment policies adopted by the Palestinian Authority,  neither reduced unemployment rates significantly nor managed to stop the increase in the unemployment rate. Palestine is still in need of more effective employment policies and the physical and human resources to implement such policies.

 

The study proposed a series of reforms in the employment policies and concludes that in order to open real prospects for employment in Palestine, it is essential to get out of the tunnel of the Oslo Accord. For the immediate future, the improvement of internal performance, efficiency and effectiveness is a must, despite the siege and suffering. .
