Terms of Reference and Scope of Services

Web developer

Hebron University has received a Grant from the Quality Improvement Fund (QIF) – Ministry of Education and Higher Education and funded by the World Bank for the project entitled: "Improving the Quality of Education Programs for Higher Basic Stage – Social Sciences Major”. The Grant aims at developing the social science teacher preparation programs for the higher education basic level (Grades 5-10) at Hebron University, An-Najah University, Bethlehem University, and Al Quds University to better comply with the requirements of the Teacher Education Strategy.

Assignment Objective

Assign a qualified individual consultant to assist in developing a web page within Hebron University Website. This page will contain Project information, discussion forum, space for sharing folders such as Teaching videos, Pictures, Word documents, PDF’s … and etc. This mission will be delivered in cooperation with the IT unit at Hebron University and regarding steering committee and International Consultant directions.

The Hebron University – Social Sciences web page based on the following technologies:-

-          PHP version 4

-          MySQL version 4

-          Apache on Windows 2008

-          Content Management System: custom-built-in, Moodle

Main Task and Responsibilities:

1-Finalize requirements for the networking website with the project team (e.g. sections, sub-sections, user registration, files uploading, and mailing list….etc.).
2-Design and develop a website for the purposes of networking, according to specifications agreed on by the project team, and take into account the following features:
-The website should be in Arabic and English.
-A tool for the creation of discussion forums should be integrated into the website, with an administrator to approve membership.
-The content should be static and dynamic.
3-Develop the website using the following programming languages and databases: PHP, My SQL, and any content management system such as Joomla.
4-Train staff members on how to use page templates and direct others to produce content.

2. Deliverables

1-Website: fully designed, installed and uploaded on the server.
2-Ownership: The website should be fully documented [source code for programming, database design, technical documents and a user manual] and delivered to the University.
3-Updating and Maintenance: Update and maintain the website for a period of one year.

3. Qualifications & Skills:

Hebron University seeks a consultant with the minimum following qualifications:

-           BA degree in Computer Sciences or any related fields.

-          At least 3 years’ experience in web design, programming techniques and maintenance.

-          Computer/software skills: Proficiency in IT and web development knowledge: Javascript, HTML, W3C standards such as XHTML, Dreamweaver and Photoshop, ASP.Net, ASP Classic, Net Framework and XML Web Services, DNS server, IIS web servers, and Active Directory, SQL Server MySQL and MS Access databases and PHP scripting language. 

-          Excellent communication and networking skills.

-          Proficiency in English.

-           Good communication and interpersonal skills 

  • The consultant cannot be on the Palestinian Hebron University payroll  

Time Frame:  Three months
